JOB SUMMARY

Under supervision, performs duties in preparation and submittal of Section 401/404 permit applications, NCDWR Riparian Buffer Applications, and local government Riparian Buffer Applications. Corresponds frequently with various regulatory agencies such as USACE, NCDWR, USFWS, SHPO and local governments that are delegated the Riparian Buffer programs. Conducts site meetings with regulatory agencies and/or clients.  Also, provides support to other staff within the Wetlands Department.

EDUCATION and/or EXPERIENCE

  • Bachelor’s degree in Biology, Soils, Environmental Science, Forestry, etc.
  • Preferably, 2-4 years of experience working as a consultant preparing and submitting 401/404 permit applications.
  • Working knowledge of MSWord and other MSOffice applications (e.g., Excel).
  • Experience with a GPS, GIS, and/or AutoCAD preferred.

LANGUAGE SKILLS: Read and write in English. Ability to read, analyze, and interpret USACE and NCDEQ regulations, Nationwide Permits, Water Quality Certifications. Ability to respond to common inquiries from clients, regulatory agencies, and other professionals 

MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ratio, and percent and to convert common units of measurement.

REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Valid Driver’s License
  • Professional Wetland Scientist and/or Environmental Professional Certification encouraged but not mandatory.

While the majority of the work will be done in the office, at times physical demands require working outside in various elements and weather conditions typical of local yearly weather patterns, hiking through rough terrain, using excessive force turning an auger.  Job requires frequent walking and/or running, lifting, carrying, pushing or pulling objects up to 50 pounds.
